list which goes against one of the mistakes that the traditional press has made in covering this which is covering this as a republican versus democrat story, a conservative versus obama story which, really, you see up on the screen some of those primary winners, this was in large part at first a republican versus republican story. >> and, obviously, i think one of the underlying elements of the fiscal cliff drama is that mitch mcconnell is up in 2014. and to have his fingerprints on any deal at this juncture would probably invite a lot of hows if not a primary challenge whether or not that's successful. the bigger story here is the disintegration of any party institutions. in the past, the center of congressional campaign committees would probably be able to keep it at bay, use their resources, use their money to elevate the more moderate party minded politicians. nowadays, they've attributed a lot of that to these tea party groups. they say this person is not leading up to the conservative credentials. therefore, he they need to be plucked off. that is hampering a lot of legislative

are absolutely would go nowhere. and would be vee toad by president obama. so this is what we're seeing on the statement the day after christmas is while you guys figure out some solution, we wash our hands of it. >> as a follow-up, i'm putting my press secretary hat on for a second and say the response i would expect from the democratic side from the senate is hey, we passed a bill too. we passed a bill that does the same thing. why don't you just take our bill and go ahead and get it through? we need your help. >> they could well do that. the bill that has the $250,000 or below. it's interesting now that essentially here we have speaker boehner walking away saying well the senate has to act. they can do whatever. we're going to say on vacation. who does harry reid have to negotiate with them? where does he go? >> the president and harry reid can only negotiate so much. >> the question becomes if they can get a bill for 250 and below perhaps with the unemployment insurance attached to it, maybe put in sweetener with the estate tax, could they guarantee that would pass the house

republicans and some democrats but one that president obama was reluctant to embrace during his interview with nbc's david gregory on "meet the press" sunday. >> we have an armed guard. like at every school in the country, that is what the nra believes could work. >> i am not going to prejudge the recommendations given to me. i am skeptical the only answer is putting more guns in schools. >> joining us now the mayor and chief zek stiff of marlboro township in new jersey and has decided to place armed guards at his schools when they return from vacation this week. thanks for joining us. happy new year. >> so you are a democrat but you do support the idea of having more security in schools. why and what have you decided to do in your township? >> as mayor of my town i'm in charge of security. and i don't make federal policy. i don't make state policy. i'm not making a statement on the nra. we need to keep our 8,000 school children safe. with the unfortunate events that happened in newtown, connecticut the only way we could take immediate steps is put a police officer, a trained professional

granted an exclusive interview to david gregory on "meet the press." he essentially made the point that if we go over the fiscal cliff, average americans will be harmed. their taxes will go up by about $2,000. so president obama at this hour waiting to see what comes out of the meeting with vice president joe biden and democrats. he and the white house feel confident moving forward with this deal, they believe it is a good deal and believe it has a strong chance of passing the senate. and then ultimately through the house, melissa? >> do you think there is a chance we may actually hear from the president tonight? >> reporter: i think that is unlikely as this hour. i also think it is unlikely before both chambers take a vote. i think that what is more realistic, and we have not gotten any guidance, the white house not weighing in on this, at all. but i think if we had to guess i would say we would probably hear from him tomorrow as opposed to tonight. it is getting late. and of course the talks are ongoing. and there is a lot of process that has to unfold before folks go to bed toni

anyone ever. so at the core fundamental here, it's hard to say president obama didn't get a victory here in that he broke a republican precedent that's been really firmly established, and that's the biggest thing as you look forward. now he's going to try to press republicans to support more tax increases. and that's a big change in how washington has been governed up to now. >> perry bacon, lynn sweet, thanks to both of you. >> thank you. >> thank you. >> okay, so the bill's moving to the house, but republican leaders haven't said exactly when it will come up for a vote. on the contrary, a statement from the four top republicans was careful to say they would allow members to review the legislation before deciding the next step. with me now, pennsylvania's democratic congressman jason altmire, who will complete his term in office this week. congressman, thanks for being with us. >> thank you for having me. happy new year. >> happy new year! well, yesterday afternoon before the senate bill was passed, you predicted the legislation that was taking shape would pass the house with a sub
